China proposes export controls on 23 AI technologies

China proposed extending export controls to 23 AI technologies on 16 October. According to Reuters, the proposal covers the export of certain AI models, agents and computing clusters. Access via application programming interfaces (APIs) and online services would fall outside the proposed restrictions. The measures remain a proposal: the public consultation continues until 15 November 2026.
